Some good news for the communities of Driminagh and Bluebell this week as planning permission has been submitted for two new all weather football pitches.  Keeping with the sports theme, the Commercial Rowing Club near Islandbridge is to develop a gym on the upstairs of its premises.  Guinness is also planning on building a new structure on its Victory Quay property.  In addition, there are signs of a new Intreo Jobseekers Office for Cork Street, however, it would appear they will have to re-submit for planning, other than that a quiet week for planning applications.

Proposal EXPP: Block A of this development is now known as The Guild office building and is the subject of this declaration application. The purpose of the application is to establish whether the use of the building as an Intreo Office for the Department of Social Protection is compatible with the existing planning permission.  The public Intreo services will be located at Ground and first floor level with back office administrative office support on remaining floors. The majority of alterations are to take place at the Ground and First Floor. These works include the construction of a new public reception area, interview rooms, meeting room and hatches.

 

The majority of the works to be carried out to The Guild, formerly known as ‘Block A’, are to the Ground and First Floors. Some minor alterations are required to the remaining floors, as outlined below.

 

1. Ground Floor:

The works proposed for the Ground Floor include the removal of an existing wall along with some fixed furniture already in place. It is proposed to remove part of an existing block of toilets in order to establish a new public route to an existing stair core. The existing reception area is to be extended to incorporate a new waiting area and a four point reception desk. The proposal also includes for the construction of three hatches and a group engagement (meeting) room. These three hatches are the only drop-in service available in the building. They are primarily designated to Community Welfare Service. All meetings / training schemes to be held in the Group Engagement Room will be appointment based and will be scheduled for once a week, depending on demand.

 

2. First Floor:

The First Floor works incorporate the removal of existing demountable glass partitions and doors. It is our proposal to build 5 interview rooms, 13 hatches and 4 privacy booths. Only a proportion of this floor is accessible to the public (approximately 118 metres squared). Included in the scheme, is an open plan area for staff. All the functions located on the First Floor are appointment based. All drop in services are facilitated on the Ground Floor.

 

3. Remaining Floors (Upper Basement. Second to Sixth Floor):

It is proposed that the remaining floors of the building be fitted out for the purpose of single department occupancy. As it stands, the Second, Third and Fourth Floors have all been fitted out in open plan layout with a small number of offices. It is our intention to keep as much of the existing as possible including the open plan layout and offices. The Fifth and Sixth Floors, which have never been fitted out before, will be fitted out with staff communal areas including training room, conference room, and staff welfare facilities. The Upper Basement Floor is to be equipped with mobile shelving unit which would facilitate the large file storage requirements of

the Intreo office. The Upper Basement, Second, Third, Fourth, Fifth and Sixth Floors are to be occupied only by staff of the Intreo office. There is to be no public access to any of these floors.

 

4. Proposed External Signage:

The proposal for signage of Intreo incorporates two signs: one located over the revolving door of the Guild on Cork Street and another located on Ardee Street. The proposal is to have all signage placed as coloured vinyl behind windows consistent with eth corporate identify of Intreo.  Signage is consistent with previous signage in use when Goa Games Services Limited were inoccupation of the building. This signage was mounted internally but legible through large expanse of glass entrance.

See ‘Appendix C’ for images of previous signage.   The approximate size of signs includes: Sign on Cork Street – 4350mm wide x 900mm high. Sign on Ardee Street – 2950mm wide x 900mm high.

 

5. Proposed Window Display:

As part of the Intreo service, window displays are shown on three windows of the Ground Floor. The window displays outline available job positions and provide an important service for Jobseekers. They also allow for the activation of the streetscape outside of office hours. They will not interrupt the overall glazed fac;ade and in any case will be restricted to below
